Here's probable reality... the boat had been damaged in an earlier weather related incident and hadn't been properly inspected or repaired.
That led to stupid shit.

It's not likely that it was intentional, because it didn't happen during the daylight, didn't happen at the busiest time and no one has taken credit for it.
Even if it was just happenstance opportunity, why bother? It's not going to cause catastrophic disruption to traffic or commerce. In fact, likely the opposite as rebuilding it will create hundreds if not thousands of jobs.
And even if it was a suicide attack... where's the narcissism? Where's the "manifesto"? Where's the random rag heads screaming over who gets credit?
We haven't seen any of that, so it just looks like wilful negligence.
