This is such a SIMPLE problem! Just take all their kids! 
All of them... the moose lambs and the juice... TAKE all their children and put then in a kind of "paid" foster care where it's like a simulation of an alien space ship and then you see, you teach the children that they're aliens and you had to leave your home planet because you destroyed it with pollution or what that fuck ever flavor of the fear it happens to be.
And then, and then you simulate a crash landing or something and then there's a fake meeting between all the heads of state and then they grant this land of "Israel" to the aliens and then all the "aliens" are settled into their parents old lives, essentially.
And of course they can't tell them the truth, they have to act like strangers taking in a strange child, or else they'll never get to see their child ever again, they'll simply be killed off and labeled as an "aberrant" and a threat to the system.
Everyone will behave and within a few generations... all the old hate will die off, since there will be no paternal imprinting control. You see, when you're born you're dependent upon your parents and that dependency creates a kind of inherent control pattern, which parents can use to easily imprint their children with their own hateful sense of selves. But if you TAKE the children from the parents during that time, then the parent will NEVER be able to establish that sort of "backdoor" cheat.
And if you think any of this sounds strange or weird... well... welcome to YOUR ~engineered future~ ...you thought "1984" was bad? Oh... oh you have ~no~ idea how FUCKED shit gets in the future!
